No. Every part of this runs in your browser — reading the file, decoding it, resizing, re-encoding and packaging the download. Nothing is sent to a server, because there is no server involved. You can watch the network tab, or turn your connection off after the page loads and convert anyway.
Limits on other converters exist because they are paying to receive, store and process your files. Nothing here costs anything to run, so the only real ceiling is your own device's memory. Files are converted one at a time specifically so a large batch doesn't exhaust it.
Safari can decode HEIC by itself. Every other browser can't, so this loads a WebAssembly build of libheif — the open-source HEIF decoder — the first time you actually drop a HEIC file. It is a few megabytes, so it is only fetched when something needs it, and never for an ordinary JPEG.
Reading a format and writing one are different capabilities, and browsers gained them at different times. This checks what your browser can genuinely encode by writing a single test pixel in each format and reading the result back, then greys out anything it can't produce — which beats handing you a file with an AVIF extension that is quietly a PNG inside.
JPEG has no transparency at all, so it has to become a solid colour. White is the default and there is a picker to change it. Without that step a transparent logo would come out on a black background, which is the single most common surprise when converting a PNG.
No — nothing can add detail that was already discarded. Converting a heavily compressed JPEG to PNG makes a much larger file containing exactly the same flaws. Convert to a lossless format when you need to preserve what you have, not to repair it.
